Before the Greeks, most civilizations attributed their laws to their gods or goddesses. Instead, the Greeks believed that the laws were made by the people for the people. In the seventh century B.S., Draco * compiled the first written document of the laws of Greece. According to Draco, death was the punishment for most crimes. Thus, the term dragons are usually applied to extremely harsh measures.
It took several decades before Solon - a poet, a military hero and, ultimately, the legislator of Athens, developed a new set of laws. A trial by the jury, the ancient Greek tradition was preserved, but enslaving debtors were banned, as were most of the harsh sentences of the Draco codes. According to the law of Solon, citizens of Athens could participate in the assembly, and courts were created in which they could appeal against government decisions.
What the Greeks may have contributed to the Romans was the concept of "natural law." In essence, natural law was based on the conviction that certain basic principles are above the laws of the nation. These principles stem from the nature of people. The concept of natural law and the development of the first genuine legal system had a profound impact on the modern world.
